Constitutional question for the board's scholars

So under our system of checks and balances in governance, the President merely proposes spending and Congress (ie: the House & Senate) disposes or appropriates the spending correct? (the President just signs the bills into Law) OK, so with this current impasse over the debt limit, why can't Congress just pass the necessary spending reductions they want and if the President refuses to sign it, simply spend within the limits they've already set?

Why does the President get to hold up what ultimately is the responsibility of the Congress anyway (disbursing how the money is spent)? Isn't that the job of Ways & Means, and the various appropriation committees? What role does the President have telling Congress where or how the Nation's money should be spent?

We were having this discussion today at the dealership, and it's obvious not many people fully understand this whole budgetary process. 🤔

Yup...especially when I mentioned to them I knew of this guy who claimed to rent expensive German Luxury automobiles at no cost to the dealership that leases 'em to him! That drew howling laughter. ;)

I wouldn't call @NYC_Eer a "molester", but if you're looking for something honest from him try asking him how many other Black folks he's called "Uncle Toms" to their face without getting his kicked in?
