How is it Amendment 3 failed to pass in WV?

Are people that ignorant and entrench?

I get not voting for 1, 2 and 4. There are arguments on all 3 of those that are valid, but #3? Allowing a church to incorporate? Something all other states do?

It got less votes than the others so I am guessing people didn't understand it so they either voted the same way they did on the others or left it blank. My wife left it blank because she didn't really know if that was a good or bad thing. She thought it might mean churches get taxed.
