Let’s see how your theory works out. I was under the impression that Trump had to do more than wave his magic wand over a classified document to declassify it, but maybe you’re right. We’ll probably find out eventually.
But if you’re right, Trump is free to sell that top-secret, declassified information to the Russians and Chinese. Heck, they are free to get it on a FOIA request.
