Semantics. Congress is the House for this scenario. Majority of the 50 States are GOP. Each State gets ONE VOTE. It's not the same as Legislation.

Honestly I don't think it gets that far. Either the Courts will reject Trump's legal claims, or they will uphold them and declare many of those votes null and void due to either fraud or inability to verify their authenticity.
The bottom line is, it's much too early to declare Biden the winner. Lots can happen between now and Jan 20th.
Pretty sure that's not how it's done. The "states" don't vote, the members in the HOUSE vote. As I stated, other than Georgia, the other states have either same number or more Democrats than Republicans.
As I understand it, there would be a meeting in the House. Every member would meet with their "state" and amongst each other vote. The majority vote will carry that state, and then that state will cast the ONE vote.

It's totally reasonable that 3 states stop counting all around the same time, massive vote counts for Biden come in overnight in statistical improbabilities, and noone was allowed to watch them count them. Totally reasonable.
It's also reasonable that some precincts had 300% turnout (that's called overvote), sometimes more than the population of said precinct. Totally reasonable.
