The dirty little secret is Dems have been using their "stalling" tactics to squirrel more money out of Republicans trying to bail out their (Dems) financially destitute cities and States. They were hoping to keep them shut down long enough to force Trump and his budget bean counters to cry "Uncle" and open up the deficit spigots to rescue the Left's bankrupt Government employee's Union pension funds. Then they were hoping to just blame Trump and the GOP for not helping out laid off destitute State and local Government workers.
It backfired. Constituents in those States blame Dems for not coming to the table sooner and working out a scaled down agreement, and keeping their States locked down. Now Trump says, fine STARVE...it's your fault this didn't get done.
