I thought the president had to sign spending bills before they become law, unless Congress overrides a veto. Yes? No? Then I thought the money went to the various Federal agencies to be distributed or spent. But you’re saying Congress actually spends the money. So, if the Army wants to buy uniforms, for example, they send a request to Nancy Pelosi and she has one of her aides order them. I did not know that.

Should President Trump have obtained a medical degree or declared martial law? There are certain risks in being a nation with the freedom to gather in the thousands, destroy massive amounts of private property, burn everything that would burn, rob and kill anyone in their way, provoke, harass and threaten people eating in restaurants without resistance or accountability. Where else could paid mercenaries throw deadly objects at police officers without being shot? And somehow rioting makes you immune from Covid.
That was the emotional, now a rational explanation for your observation regarding elderly fatalities. The USA has many more elderly that are at the highest risk than most nations . The policy in New York is (or was) to declare any elderly who died with a single symptom of Covid by whatever cause was counted as a Covid death without even a test.
The stats are called those who died of the disease when the real numbers across the nation are actually those who died with the disease. At best you can call them Covid related deaths although most would have died from an underlying condition regardless. That's why nearly half of all elderly Covid deaths come from nursing homes. We are one of the most modernized and wealthiest countries in the world and we are the 11th highest in the world. Less developed countries like Panama are doing better than us. Let that sink in.
Governors and states still have a little power to control their own locales in the USA. He had medical professionals and experts on every day until Covid started on the decline, changing their minds and disagreeing with each other every week.
The country had to open back up or it would collapse the economy, the Covid experts agreed. As far as the Defense Production Act, look at the extreme measures Trump enacted to make up for the non readiness Obama/Biden created after their smaller pandemic. How does it benefit an armed suspect committing suicide to destroy and loot in major department stores? The Democratic mayors and governors could end this massive violence overnight by showing zero tolerance and overwhelming force with actual prosecutions of the rioting criminals. Why don't they?
