I'd say that would be the tip of the iceberg. The FBI was warned multiple times that the Steele dossier was garbage, and they kept including it on the FISA apps.
I would expect a significant portion of the IG report to focus on how to bring trust back to the FISA process. It will take more than cosmetic changes. I expect there will be more accountability than manager and director approvals, there will have to be a detailing in FISA applications of the underlying evidence. Press clippings will not be allowed. IG oversight will be required at all times. More than one SCOTUS judge will be involved. Public awareness of the secret court is a good thing.
