He should ahve said, I will testify after I'm no longer President in the assault case of Paula Jones. It would then be up to Congress to see if refusing to testify rose to the level of high crimes and misdemeanors. Bill weakened the Presidency. He ended up impeached anyway because he lied in a deposition. Got disbarred, lost his law license too. Just dumb..
