Yes he owns it, and is not saying anything different. The question is who's keeping it closed? Trump says he'll sign funding for useless government tomorrow if Democrats also agree to fund greater protections of our border. (something we hire the government to do btw) Democrats don't want to fund greater government border protection, so they're keeping it (useless government) closed.

Trump shut it down, Dems are keeping it closed.
