Is this a new charge being instituted when making reservations?

My daughter used my credit card to reserve a room at motel. She says she contacted the hotel directly for reservation. There was a separate charge of $7.99 under caption of Hotel Booking Service Fee. A few weeks ago, I was making reservation on line. There was a separate line item Service Fee $14.95 on the reservation. I called direct to make the reservation and they quoted me a Booking Service Fee of some amount. I inquired what the fee was for. She told me she had to enter the reservation. No ***** way.

But she was sitting right there at the facility and answering their phone is what I gathered from her. Hide the increase into regular fees, and it wouldn't be an issue.
