Where in Houston have you been. Most of the refineries are SouthEast of the city closer to Galveston Bay.
A lot of Houston is too inland to have oil refineries.
For the obvious shipping reasons. They have to bring the oil in most of the times and it does not make sense to put an oil refinery away from water.

Austin is amazing and a fun city when you are young but for 35+ Houston is a better environment.
Houston finally has overtaken New Orleans as the main city on the Gulf in terms of culture. It is a city that Mother Nature loves because it destroyed its two competitors: Galveston and New Orleans.
