Legally checked gun in luggage, they think he got luggage at baggage claim, went to bathroom and loaded gun.

Have to declare and check the gun...cannot be carry-on...and must be in a locked container. I'm assuming the same thing goes for the ammo...but in a different container than the gun.
Yes. Think about all the big game hunters that travel around the world with customized firearms. They're also traveling with customized ammunition.
I think I'd ship my rifle and ammo via UPS/Fed Ex versus go through the regular airport process.
Do you have to provide proof of ownership? Is there a limit to amount of guns or ammo?

Other might be to have gun and ammo shipped on a separate flight and then the owner must claim it at a location detached from the airport terminal, etc.
The guy could have easily parked in airport parking and walked to baggage claim and then started shooting...anyone can get into baggage claim.
Pretty damned stupid. FBI said he checked one bag which contained gun and bullets. How in hell does this not raise suspicion at departing location. Would you think it may give cause to ask why? Notify arriving location that he may be a person to watch? Damn.
Did you read the post from me before writing a response? I suggested the possibility of picking up the gun/ammo ayr some location detached from the airport. Sure, I can see, that he could always return to the airport, loaded gun in hand, and enter the baggage area. I am also one who would advocate for increased security throughout the area called 'terminal'. Why not have metal detectors at entrances which are, currently, wide open for anyone to enter (kinda like our southern border, now that I think of it.)? I feel such additions would be very possible and not outrageously expensive to implement. What cost for a few lives or serious injuries?
Gun control would have little effect on this mad man who pre-meditated his actions while in Alaska. When guns are outlawed, ONLY outlaws will have guns. Need to close the loop on security and really mean it that we want to STOP such activities. Another example of approaching a problem half-assed. We all can name a long list of such parallel activities that are currently prevalent. we surely need more attention devoted to law and order, logic and consequences.
