Is it possible, the attackers targeted a person or persons for assassination. And expanded the attack to killing others for terrorist purposes. It was well planned and executed which seems to point to terrorism. But they also targeted a specific conference room and let others live that were outside that conference room, possibly to ensure that the target was not tipped off to the coming attack.
It's almost seems like a dual purpose attack
