That’s a new practice facility they are talking about. There is a sales tax extension to pay for renovation of Arrowhead on the November Ballot .Not “officially” though seems very likely. Nothing has been agreed upon on either side of the state line.

And teams from the South don't win in the north. Keep it the way it is and get tougher.NFL teams actually play all throughout December and into January if the playoffs are made. It's a lot more necessary under that scenario than stopping home games in November like college teams do. There's absolutely zero need for it.
We could always build a velarium, Roman Colosseum style. I'm not sure people would go for that though!I do like the idea of sound capture canopies on the South and North Stadium sections.. may help with reducing the wind some on-field ( through closing off the wind channel tunnel field entrances would be more helpful) and also provide some shade for some people.
