WalMarts have stopped chasing shoplifters in my area. They did away with security. I guess they figured it was just going to be a cost of doing business going forward. I see guys come in dressed in black from head to toe including a mask and a hood when it's 90F+ outside. Yes they have brown hands. My guess in our area is that it's Hispanic gang members. There's no way in hell they have any other motive than theft.

Have businesses hire security specialists and they get X% value of what’s attempted to be taken, just stop the shoplifters. Clearly the City, county and state levels of law enforcement (courts and/or police) don’t want to or won’t protect businesses so do it themselves.

I know and I’m sure folks here will give reasons why it’s bad to do things this way. Well how is the current way working out?
