Why should how much a position pays impact how a school recruits. How should I interpret this to support that claim?
Great question and I've only superficially thought about it until you asked. Let me dig deeper and respond later today ...

When I look at the graph, it infers that some positions are easier to fill (pay less). It tells me a head coach should find the best possible line and LB coaches that they can get. If your O/D line and LB coaches can't identify, recruit, and develop, then it's time to find new coaches.

So, it looks like many of our questions have been answered.
While I partially agreed with the, there's no analogy to successful college football programs, I would argue, Alabama knocks that argument to the ground.
What I find in the data is that Offensive and Defensive linemen have little deviation standards, showing that there are few who can perform at a consistent level for an extended period of time. Whereas, the standard deviation on the QB's is large, with a grouping at the highest pay levels proving the importance of the position, or at least, the marketing appeal of QB XYZ, I could name several. What's furthermore interesting is the RB position, where there is a wide pay spectrum, with a grouping at the lower end, which would indicate that a lot of RB's are required, by committee if you will and that injury is inevitable.
My net on all this, especially College football, you need a great system and several great QB's, with an awesome offensive and defensive linemen pipeline and the rest will take care of it self
