The announcers on the Browns game just indicated that for some reason, the game is on CBS. I googled it and can’t find out why. Makes absolutely no sense. I’m a Packer fan so I will take it, but I thought all NFC Games were on Fox.

NFL decides what markets get what games.

FOX has a contract with the NFL to carry NFC games. CBS has the same to carry AFC games. Whenever it's a cross-conference matchup then the network that carries it is the opposite of the home team. So, Cleveland is an AFC team, then the game is carried on FOX for the cross-conference matchup.

I believe it's whoever is the visiting team (NFC/FOX vs. AFC/CBS) that dictates which network carries the game.

Same thing. In the end, it's on the network that is opposite of what the home team normally carries. In this case, the visiting team.
