No it’s not. Like others have mentioned. There are many instances where you could be diving with shoulder and have offensively player change direction and you make contact with you helmet. Regardless of your “Stone Age” teachings players typically don’t tackle with their damn face mask straight up. That may not be political correct but it’s the truth.

Keep your head up and look at what you are hitting it won't matter what the offensive player does. Good grief man I was seriously taught to tackle head up in the early 1980s. Tackling with your head down is how you get paralyzed and killed. This ain't some new discovery, spearing has been illegal forever, to protect the tackler. Head down tackling has never been legal.

By rule, hand on top of the ball on the ground is not possession.

When a player is tackled and the ball pops loose after being down by contact, why did the player have possession yet lose it so easily?
Apply that here.
If a player is on the ground and is holding the ball(palmed), why isn't that possession?...how much more possession is needed for it to be possession?...a 5 missippi count?

If you go down with possession then that's maintaining possession. You can't gain possession like that though

To answer your question...it's in the rule book....that doesn't constitute possession. Having possession prior and never losing it is one thing. Losing it and then palming it while it's loose on the ground is not considered regained possession.

Why can't recovery be hand on the ball and down on the ground(with a defender on you, so you are down)? Palming the ball can be possession if we want it to be.

I guess not enough ant it to be possession.
