On FanDuel it did move to UCLA -2.5 (-103). UK +2.5 (-118) this morning around 7:15. It came back down to -1.5 UCLA (-118).

No it doesn't. It simply means they have the same number ($ amount) of bets on either side
Different services can have different lines, and if the line hasn't moved It only means they got it close to how the betting would be distributed from the start. There is knowledge of the matchup that goes into setting that number, but more so is the knowledge of how people bet on those games.
The moneyline is a better indicator of who is favored.
You're talking about how the line moves based on betting. The question that was asked was "what does the +/- mean. When the line was set, prior to any betting, it meant UCLA was favored by 1.5 points. Thats how it shakes out based on the math, which is based on each teams previous games and their competition.

Yes, bettors move the line, but that's a different convo.

A scary team if they get hot it will be a 15 to 20 point win. The old three pointer will heal ya or kill ya.
