Utah defensive substitutions

Anybody watching this? Utah practically walking dline subs on & off the field. One took a good 20 seconds and forced a USC timeout. What’s the rule on that? Seems like bs to allow it if it’s running the play clock under 5 seconds

They took advantage of the substitution rule to burn clock. Pretty smart.

Looked up the rule. It does say the defense has to “react promptly” and can be called for delay of game, or unsportsmanlike if they continue after being warned. The part I thought was BS is the guy doesn’t leave until the other one tags him out. Guess that’s considered reacting prompt enough
