You should check with the guy who has been looking for the same game on reddit 
You can order film from ESPN, but it is generally for production purposes and I don't know if they have it:
The game film may belong to the WAC, a phone call might at least let you know if its possible they have the footage:
TU likely has the footage, but probably doesn't own the rights to the broadcast and may not be able to share any internal staff recordings:
Flip side, Fresno State:
There is a Fresno State fan on YouTube who has posted a good number of Fresno basketball games, including the 1998 Tulsa game at Fresno. Maybe find out where he is getting videos from?
I did find a good recap from the newspaper, for anyone wanting a trip down memory lane:
