Had a really talented hero named Saitama that destroyed all the records during testing. But he did poorly on the written part and I’m not sure they were big on his personality. So they accepted him but as a low rank hero that saw little action against smaller dangers.
Fast forward a little bit and suddenly a huge meteor is headed for City Z. The Hero Association called all their top heroes to stop the threat, but they were unable to do anything about it. But Saitama showed up at the last minute and saved the day. The city still suffered massive losses and damage though due to the close proximity. Had they went with him from the beginning he could have destroyed the meteor without all the damage to the city.
Unacceptable.
