Wasn’t the war losers act passed in 1973-4? I think the constitution gives that right to the president. I heard a pundit say that the WPA has not been challenged

That is correct. The President can order the Armed Forces to combat without Congressional approval on a limited basis and restricted basis. The President can commit acts of war, the President cannot declare war, that has to be voted on by Congress.
The last time there was a formal declaration of war? WW2. Since that time, Korea, Vietnam, Iran (Carter’s Folley), Grenada, Panama, Haiti, Gulf War 1, Somalia, Kosovo, Afghanistan, Iraq, GWOT et. al. And it continues.
