He’s right. This arbitrary case by case system is ridiculous & unfair. Just make the rule that all transfers can go on scholarship immediately, but they have to sit out a year, and that year doesn’t count towards their 5 years to play 4. No exceptions.

Technique it is not arbitrary. There are about 10 schools who will be treated one way and all the others another way.
