That is Congressional action. The DOJ and FBI work directly for the President. Denying his direction would qualify as insubordination

Not sure. Seems like a no brainer as you said. The only logical answer is that Trump has an idea how it all turns out so he wont shake it up but I dont think that is the actual reason or he knows the answer Congress would get isnt good for the White House. Oddly I dont think that is the reason either.

Someone probably needs to convince him he thought of the idea and he does it.

I'll use real small words. Congress wants documents from the FBI, that's the Federal Bureau of Investigation, and the DOJ, the Department of Justice.

And I'll use real small words. The Special Counsel is part of the DOJ. They are part of the executive branch - they enforce the laws of this country. They can get anything they want from Congress and Congress has been sharing testimony with the Special Counsel.

Either it just hasn't registered with your feeble mind or you are still in denial, like dave and dvldog.
