No, it hasn't been completely determined yet. That's what,"we still have some digging to do, " means. If the "spy" was put in under false pretenses, it is not legal. What's truly amazing is that Trump was not made aware of it. If they thought someone in the trump election committee was a potential spy, he should have been made aware of it. It is also amazing that with all the money from russians going into the Clinton Foundation, people known for quid pro quo and I'm talking about Clintons, why was there no "spy" in that campaign? So far, only the clintons have dirty dealing that we are aware of.
