Rule Changes - College and Pro

College:
1) Transfers: Players lose eligibility after stepping on the field in a single game and can't enter the transfer portal until Feb 1 and must make a decision by Aug 1. They get one transfer every 4 years without sitting out a season. The current free agency is ruining the college game in my opinion, even if NU benefitted from it this year.
2) Extra points: Move them back to the 12 yard line. While still a short field goal kick, it will not be in the 95%+ success area. More teams will be in a position to try for two points rather than attempt the riskier PAT.
3) Kickoffs: Move the receiving team back 5 yards to improve the odds of recovering onside kicks.
4) Two Feet In Bounds: Receivers must have 2 feet in bounds on a catch
5) No OT unless it is a post-season/championship game. Games can end in ties.

Pros:
1) End the 2 minute warning
2) Change the OT to be a repeating 1-possession-for-each team from the 50 yard line until one team wins. I moved it to the 50 because kickers in the NFL are more accurate and more likely to be playing in a dome.

On a penalty that was going to be enforced as 1/2 the distance to the goal the defense should be given the option of moving the yard line to gain out rather than the line of scrimmage back

for instance if a team is called for holding on their 5 yard line on 1st and 10 the defense should be given the option of moving the line to gain from the 15 to the 25 rather than moving the offense back

I only like #1 in college and #2 isn’t a bad idea for Pro’s.. Don’t like the rest of your ideas.

I could get behind 1-3 for college, and 2 for pro. I'm not sure that I'd make the transfer rules exactly what you described, but I do think the current setup is not a net positive for the sport.

The most important rule change that must happen in college football is eliminating “conference refs” and having more “independent refs”

-Having conference refs creates a conflict of interest.

-having the same crew officiate the same teams can create bias opinions especially of coaches.

-generally conference refs live in the proximity to the schools in the conference. This can create a general bias of a program and their fans. A guy from Seattle is probably going to have less emotions of coaching a Iowa game vs someone from Kansas City.

Run independent crews. Try to figure out a way to make officiating a full time gig. At least for the lead official. I get it, it’s 12 to 14 days a year and you can’t employee someone full time who works so little. Well how about cross training? A good ref at football could probably be a good ump in baseball. Or a good ref at basketball. The biggest values of an official translate from sport to sport.

You hear all the time the transfer portal is killing the game. ********!!! The transfer portal is changing the game obviously but poor officiating has already killed great college football a long long time ago. This dirty redneck corrupt idiotic version is what is left and if they want to improve it, have to change the structure of refs is the first thing in order

The free-agent portal in college football needs parameters set yesterday...
Remove the expelling of the player for targeting and remove the frame-by-frame replay of the hit, slow mo is more than adequate. I am in favor of the helmet-to-helmet contact but as usual, they have taken it too far.
Make OT a regular 8-10 min period and the final results after this will stand.
Only 2 replays for each half per team, no more every play is reviewable.

Keep the pro OT as is. If you can't stop the team from scoring a TD on the initial possession, you deserve to lose. All 3 phases of the game are used in the pros, not just 2.

They need some version of the “Flagrant 2” for targeting, reserving player ejections for those situations. Refs need to be able to call a personal foul on less flagrant hits, without the ejection. In some cases a 15-yard penalty is appropriate, but it’s enough.

You lost me at “Games can end in a tie.” Sorry, I hate ties. Soccer is the only sport where I tolerate it because of the point system. Other than that, ties suck.

So you declare if kicking pat or going for 2?.
I don’t like it because you lose the element of surprise by putting it at the 12 yard line.. leave it where it’s at..
Not to mention it’s a Pro rule they changed for them…

really dont like college #4 and #5. i get why there doing it i guess but i prefer the one foot in catch in college ball. regarding OT im gonna be really sad to see that go, theres been so many good OT matches not just in championship games. assuming these are all in affect for 2022?

#3 would create more high speed hard hitting which they are trying to get away from. They dont want 2 players funning full speed straight at each other. You would have 4 targeting calls on every onside kick attempt.
#5 I love college OT rules. Never change those. If they do, just make it 4 tries to score from the 20.

college needs to move the hash marks in to match the nfl. It’s rediculous that college kickers have to deal with crazy angles that the better nfl kickers don’t have to deal with.

pro overtime should be Just a 10:00 quarter. Play all ten minutes.

I think ties are ok in the regular season and cut down on excessively long games that wear on teams. OT is often flaky and I hate seeing a team that battled to basically a draw get an L because of a fluke play in OT. Just call it a tie and sort it out in the postseason.

I would at least consider moving the OT starting line in college to the 50. I hate that starting position is already in field goal range for most kickers. Also it negates the effectiveness of speedy receivers on a short field.

Yeah, that’s the only rule change really needed IMO. Or even start on the 40. Being in field goal range to start out is stupid.
I don’t love the one time transfer rule, but seeing how ******** the “waiver” exceptions were in prior years, I am glad they just allowed everyone a one time transfer with eligibility intact.
