If I remember correctly if all teams from one district win...don't they reseed the teams? For example in the Shenandoah wouldn't they have no.4 Wilson at no. 1 East Rock and no. 3 Stuarts Draft at no. 2 Lee? That's assuming all teams from a single district win...which is unlikely but possible.
