While I agree on you, on the other side of the coin you are building a relationship that many coaches move to their new teams later.
It makes sense for Rhule to recruit the Penn State decommits hard. He might land one or two, and upgrade the class. Or if he takes the Penn State job, his effort may get them to recommit.
