According to the NCAA calendar:

• April 1-3, 2019: Quiet period
• April 4 –April 11 (noon), 2019: Dead period
• April 11 (noon) – April 14, 2019: Recruiting/contact period
• April 15-18, 2019: Dead period
• April 19-24, 2019: Recruiting/contact period
• April 25, 2019: Quiet period

It might be a little tough to be contacting guys unless the rules for transfers are different.

He can visit the guys already signed which is critical ASAP. Also I'm not sure the those dead periods apply to JUCOs and transfers so I suspect he's got plenty to do.
