Funny, because all along, it was being said it'd start in late spring, early summer.

I'm guessing funding is a problem. Figures.

It was supposed to be started and completed EJs first summer and shelved. Then again last year, and shelved.

Apparently the view is much more optimistic it finally gets done this offseason
