Can you rough the passer when there is no pass? Michigan was called for roughing the passer, but it was a backwards lateral.

Would the rule also apply to other laterals like option or toss pitches, or is it only applicable if the QB is in a throwing motion? It just seems weird to me to call it "roughing the passer" when there is no actual pass (or is backwards pass an actual term in the NCAA rule book?). It should be a personal foul for sure, but it'd make more sense to call it unnecessary roughness.or some other type of foul than roughing the passer. Guess that's why I don't write the NCAA rule book.

here is another one. You can be called for roughing when a qb gives the ball to a rb but continues to run as though they have the ball. (triple option with a fb give) Now that makes no sense to me. Football. It isnt what it used to be.

Actually there are no backwards laterals and pitches in college football anymore. Anything that leaves the qbs hand is either a forwards or backwards pass. That’s why a qb running the option can “pitch” forwards now as long as he is behind the line of scrimmage. Tommy did this to be Michigan a few years ago

There was a time when a QB couldn’t “pitch forward” as long as he’s behind the line of scrimmage? Isn’t that just a forward pass?
