I keep hearing that the legislature has to vote to suspend the rules first. What rules have to be suspended?

It’s a means to quickly pass a bill without going through the normal process.

The deadline to introduce new bills has passed. They have to suspend that rule to allow a new bill to be introduced. Takes a 2/3 vote to suspend the rule. Then the bill just needs the regular majority vote.
