We have never established any provision for the tie-breaker, whether its over or under or anything like that. The only thing I've ever established is that if two players pick the same number, the later one can make a change and if not the earlier one takes the tie. That doesn't seem fair in this instance, so I'm making an executive decision and declaring two winners for the week. After all, it's only the final total that really makes a difference.
