Experimented a little bit with the wildcard archive and past playoff results. The older playoff results list the games in the order that they would appear in a bracket, even though seeds are not stated. 1, 16, 8, 9, 4, 13, 5, 12... Only thing is that these are game results, so you would have to use the wildcard archive to see who's the 1, and who's the 16 (because upsets happen often in the 7v10, 8v9...). Second round lists games in similar order, with the 1st second round game featuring the winners of the first two games listed in the first round. Repeats through all rounds as a bracket would.
Randomly clicked 2005 D2 to test out. Starts with Clay Center beats Shickley, Dodge beats Lindsay HF... Clay Center was undefeated and had ton of wildcard points, Shickley was about even record, so 1 and 16 seem clear. Then I see that Dodge has slightly less points than Lindsay HF (41 to 41.125), so I would assume that is a 9 seed beating an 8 seed.
Then... we have to remember the whole East/West split in C and D. Kenesaw has more points than Clay Center in our example, but they're in the 9th game listed down, so they would be the 1 seed for the West half. First half of all teams/games listed are East, second half are all West.
Then... later came the re-seeding after first round tournaments of recent years. I would guess that the first round games are still shown in their 1,16,8,9 order and split East/West. Second round and on would be "off" because of re-seeding, but I would just get the first round seeds and keep the seed number of the winners and go from there.
