That sucks, but you are not powerless.

They are called an association because its costumers are basically it's stockholders. The association members can vote in a Board of Directors who would be more receptive to expanding service.

They've found the costs involved are astronomical. That's why most aren't touching it. I saw one company's costs and they were insane. It was immediately dropped.
