My guess it's some type of top secret classified UAP used by Space Force Military Branch. That's the reason they are usually near a military base.

I saw footage and it seems like these drones have lights of various types that have not been completely blacked out (at least in the infra red and probalby some in the visual spectrum as well). If a professional adversary is doing coordinated surveillance then they should be totally blacked out. Also, i've heard people speculate about all this being some kind of dry run for an attack. But the thing about dry runs is that you don't do them over, and over and over. So that doesn't make any sense either.
