Raymond Lesniak (D-Union), who has been an influential figure in the push to upgrade the Rutgers athletics facilities, said a portion of the total cost for a facilities upgrade could be covered by Economic Redevelopment and Growth (ERG) tax credits that are available for developing mixed-use parking projects.



That legislation, which Lesniak is expected to sponsor in the coming months, is expected to be modeled after a bill introduced by Senate President Steve Sweeney (D-Gloucester) and state Sen. Nellie Pou (D-Paterson) last October, which permits municipalities to receive tax credits under the ERG grant program for certain mixed-use parking projects in Garden State Growth Zones and urban hubs.



Lesniak said his legislation would target the towns and cities with state-research institutions, and could be used to support a mixed-use parking facility for the Cooper Medical School of Rowan University in Camden, the new basketball facility at NJIT in Newark and the basketball practice facility at Rutgers.

I would have to admit I was wrong, and Lesniak would actually deserve credit for helping this get done.

I am still somewhat skeptical, so we will have to see if it works as he proposes or not. I do know Devco has used similar tax credits to help RU fund construction on the College Ave campus (new apartments with retail on the ground floor) so it wouldn't be totally outlandish.

Put Lesniak's name on something connected to this project, then put a big smiley face with douche bag Sweeney's name on it for introducing the law that helped Rowan get monies from the state. He wanted nothing to go to Rutgers, consistantly cutting funds to Rutgers, now his bill will get Rutgers a lot ,LOL.

I hear you, but a parking deck would work reasonably well there (between the Rac, the new dorms, and the Business School extra parking could certainly come in handy and I bet it would get a lot of usage...plus a parking garage is much more dense than a parking lot). I still assume they would need some significant donations to attach the practice facility, but simply by combining the two facilities in to one you will naturally reduce the cost of one or both of the projects.

They REALLY need a parking deck badly there now, so if pairing it up with the practice allows both to happens, that is just awesome.

Just these few sneak peaks really does make it sound like it will FINALLY happen.

We have waited for so long, I don't think some people will believe it until there are cranes there.

Rutgers needs lots of decks. It needs less surface parking. The Purple Lot should be gone as soon as they can find the money to build something on top of it for example. The RAC lots are less offensive (on the outskirts of campus), but I guess if they fill up during the day, then a deck is a good plan.

Either way - I like it.

I was resigned to waiting awhile for it but I was okay with it, unlike most here though. I get the financial issues of the athletic department so I wasn't going to complain too much about it. This does sound like it could come to fruition on a quicker time table. I'd have to give credit to Lesniak too for helping come up with a way to get some funds for it.

I still don't believe this came together so quickly. Projects like this take lots of planning and working out of details, I can't imagine this all got put together in the few short weeks since there was a big stink made about it in the media. Even the announcement of the Minnesota sports complex project was delayed by a year or so I think. I don't think this stuff just manifests itself that quickly.

I don't think they want a giant surface lot. The campus plan calls for a commercial research district with 4 parking decks, including the one adjacent to the RAC.

This is fantastic news!!!!!

I knew as soon as we got the green light from some of the NJ political power brokers that this thing would come to fruition. It's as though we need permission from the corruption gov't officials of NJ to get anything done. I feel like if Christie and Lesniak didn't say what they did about Rutgers basketball, this project doesn't get done.

If we proposed this project without prior approval of said gov officials, every news outlet in the tri-state area would be crying foul and calling for heads to roll. Wasting taxpayer monies etc etc.

That might be true - but since it doesn';t look like RU is going to spend non-donations/state money on the facility, its a moot point.

RU has gotten a fair amount of money recently from the state for all kinds of upgrades. But like so many things - it really needs donors to step up, especially to do something relatively boring and non-revenue raising like replace existing facilities.

The science wings on the Hamilton Schools are actually pretty nice though.

Lesniak, who plans on furnishing a report that will show why enhancing the Rutgers athletics facilities for all 24 sports programs makes sense for both the state and the campus community by the end of this month, wouldn't comment specifically on any Rutgers athletics plans.

There has been some questioning about the feasibility (or wisdom) of placing the practice facility on a parking structure. There is an example: The Washington Capitals practice facility is on top of a multistory parking deck and has two full size rinks, training and medical facilities for the team, locker rooms, and concessions (the facility is also used for public skating). As the size of the facility and the equipment needed (ice making, Zamboni, etc.) is much larger (more complicated) at a hockey facility, putting a basketball building on top of a deck should be no problem.

I'm not sensing a change from Barchi. This is pretty much what he has been saying all along. He's been pretty consistent that Rutgers isn't going to get into a spending arms race with Ohio St and Michigan. He's also been pretty consistent that absent the spending arms race, we will spend appropriately to be competitive in the Big Ten. And he's been pretty consistent that the spending needs to be funded by the athletic department and other sources, because the goal is to eliminate or significantly reduce the university subsidy, excluding student fees.
