Attempting to come down a bit on tampering and transferring outside the portal. Penalties include: head coach suspended from recruiting and on-field activities for the first 6 games of the season, a fine of 20% of the football budget, loss of 5 roster spots.


The penalties are too stiff, particularly the fine of 20% of the football budget. I agree in principle, but it'll never pass legal challenge. For one, they want to keep players from transferring outside the transfer portal, but the DOJ has already indicated they would side with the player being able to transfer as freely as any other student.

Also, in a related matter, things are heating up in regards to NIL and transferring:

"Despite the clear contractual obligation to do so, and despite his ability to pay, Sorsby still has not paid the University the $1 million in liquidated damages he agreed to pay," the lawsuit said. "Sorsby has benefited greatly by the NIL agreement he entered into with the University, along with the University's sustained efforts to promote him and help establish him as a top collegiate quarterback. Now, the University seeks to enforce its rights under that same agreement and to recover the amount Sorsby is contractually obligated to pay."

I assume any "fixes" for college football entail additional monetization and professionalization.
