I often ask this question when this subject comes up. Who is the NCAA? Member schools. So what some and I assume you are asking is for the governing body to be people outside of the NCAA like business people, attorneys and bureaucrats?

The most interesting detail to me is that the NCAA levied a show-cause penalty that effectively bars Harbaugh from returning to college football until 2038.
