Arne Duncan: NCAA “should not be handcuffed” in academic fraud cases
“We are calling on the NCAA to change a rule that now effectively allows an institution under investigation to make its own determination — let me repeat that, its own determination — about the academic legitimacy of its courses,” said Arne Duncan, a former U.S. education secretary who now co-leads the Knight Commission on Intercollegiate Athletics.
“The NCAA should not be handcuffed in its authority to consider independent assessments of academic fraud,” he said.
His announcement came after a Knight Commission meeting that featured an appearance by NCAA President Mark Emmert, who said that “only a very small portion of Americans” believe that the Committee on Infractions held UNC accountable for 16 years of classes that were created and graded by a secretary and had no instruction.

NCAA Enforcement helped hamstring COI by not presenting an academic misconduct case. Evidence was there to contradict UNC's insistence.

@yibyabby That was the biggest problem of all. There was enough evidence for academic fraud but it was not exercised.

@drridpath I agree that NCAA can't assess if fraudulent no matter how much evidence as long as school won't deem it fraudulent. Thing is...There's evidence of UNC deeming it fraudulent despite its insistence to NCAA orherwise. That's the evidence COI missed or wasn't given. I have to wonder if the 2013 Enforcement/AMA staffs not acting on 1st SACS ruling impeded the later investigation from pursuing 10.1-(b).

Too bad Zonder, Sulentic, Hosty & reps from AMA staff can't be queried to explain/defend case. Failure was not all on the bylaws.

Just saw over on RR, some are saying they should forfeit if they meet uncheat in the NCAAT. Boy that'll teach the NCAA huh? I don't which fan base is more ignorant, them or university of no classes.
