He says at the end of the regular season, ranked all teams starting with #1 all the way down to #68. Then as conference tourney play starts, tournament winners who are not part of the 68 will end up bumping teams out of the 68.

This does a few things: Teams can no longer play their way in to an at-large by winning a game or two in the tourney. Only way in is to win the whole thing.

Gives some meaning back to the regular season. And those polls of teams right along the #35-45 line are going to get a lot of attention. People would watch those bubble-busting tournaments like a hawk.

Why it will never happen: All tourneys would have to be start at the same time. Even bigger reason: CBS Selection Show rendered moot.

Bigger reason: would be totally unfair to major conference teams. Not reasonable to require a team like this year's Michigan or Ohio State to win the conference by beating multiple top 10/15 teams just to make it into the tournament.
