Handy chart from the guys at Football Study Hall. The numbers say you should go for it on 4th and 1 once you're past the 43 yard line. Houston was on the 44.

TU had an almost identical scenario against SJSU. Mid 3rd quarter up 17-10. 4th and 1 from their own 45. Brooks ran for 17 yards.

The decision to go was the same, but the results were very different. Just because the play did not work for Houston does not mean the decision was awful.
