I was stationed in Panama Canal Zone in the early 70s and on this day the MPs, Canal Zone Police and Panamanian LaGuardia gave the Marines an "unconditional pass" with regards to public drunk, fighting and other assorted misdemeanors in the PCZ and Panama from 12 noon today until 12 noon tomorrow. They adorned their dress whites and marched from Fort Amador to 4th of July Ave. (across Thatcher Ferry Bridge) and into Panama where prostitution and gambling was legal. The US Army MP Town Patrol set up a delivery point for those that lost all motor skills and had them delivered back to barracks. This applied to officers and enlisted. I have never witnessed any other celebration of this magnitude.
