He got completely hosed in that deal. Gave his buddies the Green New Deal in exchange for a bunch of Maybe's and now has nothing to show for it. Now he caves instead of standing his ground for the benefit of his state. And he acts surprised it happened this way.

This is on Manchin. I'm no McConnell fan and I am comfortable in saying this is not to be pinned on him. Manchin knew the types of people he was making deals with, he still made those deals, and they burned him. Manchin is the only one surprised. He held all the cards and he gave them away for nothing.
