Biden MAY WANT it, but are not the States responsible for the distribution and NOT the Feds? As I recall THAT is the reason there are so many different policies and protocols in force. Plus it allows idiots like the Governors of NY, NJ, Mich, Pa Calif, etc., etc. to institute policies/prograaams that seem, to the sane World, as totally idiotic.
