Finalized Roster Limits for several sports

Why can't schools offer scholarships to full rosters now?
Obviously they would have to match on the women's side.

Is there an actual rule that says Rutgers isn't allowed to offer the entire baseball or volleyball teams a full scholarship right now?

Note - roster size and scholarship limits should he separate things.

You can't offer 17 kids a basketball scholarship because the roster is limited.

But why can't a school fund Olympic Sports at whatever scholarship level they want?
If Rutgers wanted to spend $40m giving every athlete on a roster a full scholarship, why would the NCAA prohibit that?
