Does Sims's little rocking motion he does out of the stretch not risk a balk? Seems like after he brings his leg back, he very slightly lifts it and moves it forward and rocks a little bit. It's obviously not part of his pitching motion, but it seems like Umps (maybe just lower level umps) basically treat any forward movement towards the plate after being on the rubber as the start of a pitch, and therefore a balk if the pitcher doesn't follow through and throw to the plate.

There seems to be some variations in rules, or at least how they are enforced, on different levels of baseball. There is usually some liberty in motions prior to coming set. Also, what one ump determines to be deceitful towards the batter or runners may not be the same as a different ump.

I think as long as he's consistent with it and comes to a complete pause when he comes set, he's fine. It just has to be a continuous motion leading up to coming set. He can't start, stop, start, stop.

to call a balk on Ethan Small for the hesitation, but after discuss with Lemonis and the other umps, it was determined this was his usual motion and not a balk.
