70/30/X-20 could it work? Why/why not?

Classifications by enrollment, population, and multiplier for out of district kids.

70% enrollment
30% population
Multiple by 20 each out of district kid and/or out of district athlete.

I see a few issues still but could be a starting point.

I realize Thomasville is an outlier. But the city of Thomasville is about 28,000. The school district is about 12,000. I assume you would use the population of the district? Conversely, Lexington’s school district is larger than that of the city.

Ok say Thomasville has 600 but draw from 12,000. That would drop Thomasville below 600 by whatever amount. Then X-20 for each out of district kids and/or athlete

What do you do with the open enrollment counties ? (Then X-20 for each out of district kids and/or athlete) They have no districts.

Home school can play for their assigned school I believe but they have to be dual enrolled taking at least 1 on campus course.
