    It's interesting that you you used the word marginally. I'm working toward a PhD in economic policy, and marginality is one of our key principles. Humans are particularly poor at making decisions on the margins.

    I think as a society we've moved away from the idea that intent matters, and that intent should be given broad boundaries with regards to speech.
